30 November 2002, Federal Roads Maintenance Agency Act No. 7 of 2002 enacted by the National Assembly, assented to by Mr. President, Chief Olusegun Obasanjo. With its creation, FERMA marked Nigeria’s first ever institutional mechanism for concrete national policy platform, best practices and quality control in roads maintenance management.

27 January 2003, First 14-member Governing Board of FERMA inaugurated by Honourable Minister of Works and Housing. Engr. Guy Otobo chaired the Board with Engr. Sani Haliru as Managing Director.

October 2003, President Olusegun Obasanjo approved dissolution of first Governing Board and the constitution of an Interim Management Committee (IMC) chaired by the then Honourable Minister of Works, Senator Adeseye Ogunlewe; IMC commenced the actualisation of Presidential Mandate earlier issued on 12 August 2003 to embark on massive nationwide roads maintenance programme along old “PWD” road camp maintenance strategy.

February 2004, Agency relocated from Federal Ministry of Works premises to a rented Operational Headquarters at Garki II, Abuja.

15 March 2004, landmark Operation 500 Roads programme (FERMA’s first major road maintenance intervention campaign) flagged off at Tsafa Hill along Jebba – Mokwa road, Niger State. 500 selected Federal roads nationwide with a total length of about 12, 800 kilometres were repaired through Direct Labour Operations and Maintenance by Rates Contract under the programme.

10 February 2005, FERMA took a bold step towards building a national engineering capacity in sustainable road maintenance management by identifying and acquiring 40 Nos. 4 – 7 TPH and 7 Nos. 60 – 80 TPH mobile asphalt plants to be managed under a Public Private Participation scheme for capacity building  among indigenous contractors and engineers.

22 September 2005, Second Governing Board inaugurated by the Honourable Minister of Works with Engr. (Dr.) Emmanuel Iwuanyanwu as Chairman.

20 November 2005, the Infrastructure Concession Regulation and Related Matters Act 2005 enacted.


7 November 2006
, FERMA relocated to its own Operational Headquarters at No. 163, Aminu Kano Crescent, Wuse II, Abuja.


23 May 2007, the Federal Roads Maintenance Agency (Amendment) Act 2007 enacted.
