The Federal Roads Maintenance Agency (FERMA) was established on November 30th 2002, with the enactment of the Federal Roads Maintenance Agency (Establishment Act 2002), to monitor and maintain Federal Roads nationwide.



FERMA is mandated to:

  • Maintain Federal Trunk Roads nationwide efficiently and effectively.
  • Enter into road concession contracts for the purpose of executing relevant projects.
  • Set guidelines for the working of concessions contracts;
  • Plan and manage the development and implementation of the road safety standards
  • Plan and develop strategies towards ensuring efficient and effective movement of traffic on the Federal Trunk roads and ensure their implementation.
  • Make policy recommendations to the Federal Government on matters relating to the maintenance of Federal Trunk Roads.
  • Carry out such other activities as appear to it necessary or expedient for the full and efficient discharge of its functions under this Act
  • Establishment of Road Support Service Centers (RSSC) at 31 former toll plaza locations nationwide.
  • Establishment of observation camps along Federal highways.
  • Establishment of Zonal Direct Labour maintenance bases (ZODILAMBS).
  • Bridge maintenance (all bridges on Federal roads across the country)
  • Streetlight maintenance (rehabilitation of streetlights on all major bridges and highways nationwide)
  • All other services relating to the efficient and smooth operation of the Agency eg. Registration of contractors, Staff welfare, Training of staff, Staff discipline, payment of contractors/consultants etc.
